Yes he's OVER THE DOUBLE YELLOW LINE, waiting to turn left, (and waiting for a Head-On, from someone comming into the Gated Community). I see so much of this stuff on a Daily Basis, and based on MY observations when it happens, (7 out of 10 times), its eaither a Hispanic Driver or someone from the Geriatric crowd!
