I might be wrong but it looks like one of the acc braces on a serpentine belt set up. A/C comp.

Looks like one of the air pump braces. From the lower alternator braket to the air pump.

put a pencil next to it so we have a size to reference off of.. look slike its 1/2 thick from the pic. 1/2 steel wouldnt be part of your dash,..
