offset hole in the bed bolt washers

I'll soon be ready to mount the bed back to the frame after installing new wood. These 8 odd washers for the long carriage bolts presumably have the offset holes to keep things from wandering side to side…?
Question: is the best plan to use a flat cutting drill bit the same diameter as washer to provide a recess for washer and bolt, making a second small hole with the point of the bit at center of the washer in the process? (this wasn't specifically covered in the instructions I downloaded from Mar-K's site)

Are you trying to make these washers, or are you wanting to counter bore the wood for the washer?

Sounds too me like he's wanting a good method to do the offset counter bore in the bed wood panels...

I will be getting into this issue when I tackle the bed. I planned to use a forstner bit to make the counter sink and then use a paddle bit to cut the hole for the bolt.

I always figured the offset was so the bolt didn't rotate when you were underneath tightening the nut.

I think the reason was so you could shift the bed around and line it up
to be straight with the cab.

That's right - sorry I wasn't clear; drill a small hole through the wood where the long bolt goes through the frame (at the square hole), then with a paddle bit, offset bore the diameter and slight depth of the washer, correct? -
anyone have pics (short step bed): will the washers center on the boards between metal strips?
