Spacers on steering box bolts

Any idea why the steering box bolts have spacers on the inside of the frame? I figure they are there for a reason or the General wouldn't have done it.

My transfer case crossmember had them as well. When I redone my drive train to get my angles better, and eliminated them. No problem since then 2 years ago.

There used as a type of lock washer. From what I remember. They get torqued down and stay tight.
