Very fast idle after PTO control removal C60 1959

Looking for some assistance, pls. I removed the PTO pedestal from the passenger side floor, removed the control cable for the transmission and left the forks sit just as they were, perpendicular to the ground. The actuator cable is still connected under the truck, but not at the pedestal. Went to start my truck today and it fired immediately and went into fast (really fast) idle. I didn’t make any inputs through the cables while removing them. I am stumped.

Thoughts, anyone? Oh, btw, it’s not a choke issue - we’re talking really fast idle, like screamin’!
