Lower control arm: what is this and can I fix it?

1970 C-10 2WD

Spent last weekend cleaning up the control arms for my disc conversion install. My wire wheel accidentally damaged this soft piece on the rear side of the lower control arm:



First question: What is this? I'm guessing the rubber grommet (rear #27 in the diagram).



Second question: Any way to fix/repair it? Looking for a mid-term solution that doesn't involve taking the control arm off. Doesn't have to be pretty, I just don't have it in me to tear everything apart again. Thanks!
