What is this?

Got a question I am restoring a 1970 C10 Chevy It is a base model no frills from the factory, when I removed the gas tank today to access the rear cab to frame mounting bolts I noticed some kind of spring contraption on the inside passenger side about equal to the latch assy. Did this have some thing to do with storing the jack handle? Thanks.
