dash lights

The dash lights in my truck weren't working so I pulled the guage panel out to preplace the bulbs and look things over. I noticed that there was a lead wire coming out of the steering column with a bulb socket for one of the 4 locations. I figure this socket powers the rest so stuck a new bulb in it and I coudn't get it too light up. I changed the light switch and still no power from the lead socket. Anybody know if there is something inside the coumn that could be causing the problem or does this socket have to be grounded to the gauge panel to work?
