Body Mount Bolts Tacked From Factory?

Changing the body mounts on my Blazer project and all the body mount carriage bolts (except for the core support) are tacked to the floor pan. Was this done at the factory? It certainly made removing the nuts an easy 1 person job but now I have to cut the tacks with my air cut off to remove the bolts. Just wondering if the body has been off previously. Mounts, if they were replaced, don't look like it. Anyone know?

Thats how they came from the factory. That way they could drop the body on the frame, and not have to mess with spinning or missing bolts.
