inner fender question

where to the clips go? on the inner fender or on the fender? what i meen to say dose the inner fender go inside or outside the lip of the fender pics would also help

The inner fender/wheel well goes on the outside of the fender.

Clips go on the fender lip.The wheeltub goes against them and bolts go thru into the clips.
