My power steering problems~ Help ~!

I put a new p/s pump on and it worked great for a couple of weeks. Then it started sticking and having trouble steering. So I figured from my last post maybe the belt was loose. Tightened the belt, found a kinked hose. Replaced the hose. Still did not work well so I pulled the pump and took it back. Replaced the pump again and still not steering worth a crap. When I turn it is hard to turn and will all of a sudden hit a soft spot and oversteer. It is doing this in both directions but to the right more than the left. When I go to countersteer it hangs up a little bit.
