I do Belive that is part of the steering column. Im sure some one will know whats its for.

That is the intermittent wiper module that is mounted under the dash just below the steering column. It has the wiper control switch wired into it from one end and the wire going to the wiper motor on the other end.

Its a 87 chevy harness and its in the cab. So it sounds like the windshield wiper switch should plug into it? correct?

the wiper switch it mounted on the turn signal lever on 84 on also the dimmer switch is also moved to column

Yes the wiper wiring coming down the column plugs into it. And it slides onto some clips on the column. IIRC the end to the left goes to the left and th ewhole unit sits behind the lower column trim piece.

Well...since I asked for clarification I may as well respond, too...

It's the module that controls the wiper delay (my '87 has the same thing).
