I don’t know about overspray but the exposed rubber ends are matching red rubber and the segment of the harness that emerges from the bedside was bundled with red colored shrink wrap of sorts.

Looked at it again. Still looks like overspray on the connector to me. Plug not connected on a re-spray IMO. Doubt red shrink wrap was used by OEM. Would guess the picture is from a 50+ year old truck that has been worked on.
