Power Steering Problem

My power steering was squealing when turning, and it started to get harder and harder to turn when it was at slow speeds (already had checked the fluid, and put a new belt on it). I thought I could fix this with a power steering pump seal kit, and I took it apart, cleaned it, and put it together with new seals. The problem is that when I went to start it, it doesn't feel like I have any power steering at all now. I jacked up the front-end, and went lock-to-lock with the engine cold and reservoir full, and then started it up and went lock-to-lock some more. The only thing I can see happening is fluid coming out the cap area. I don't know what it could be now. Any suggestions?

after you put new seals in did you make sure to put the plunger and spring in in the right order? pump is probly on its way out though (if it hasnt given up already..)
