Emergency Brake Problems need help

Well I went tuesday to try to get the truck inspected, all was going well until they tried the emergency brake. Lines are froze up, pedal works fine but brakes do not hold. I have soaked all lines with pentrating oil still not loosened up.

You guys have any ideas?

Any pointers would be great.
