It looks like someone's home made liquid/vapor separator. The stock one is the tube on the driver's side just behind the fuel filler. It's basically a loop of vent line that rises up enough to prevent liquid fuel from sloshing forward and coming out of your vent hose or canister (if you have one). Two vent hoses go in (one from each side of the tank), and a single vent line runs to the front.

I'm just guessing, mind you, because the PO took mine off, and I've having to make one from scratch. Without it my vent hose spills fuel when braking on downhills.

my 72 burb w/ 407 has a little tiny round filter in the side of the 2 barrel carb where the fuel line threads in. one of the first things i changed when i bought the truck a few weeks ago.
