Passenger Kick panel fresh air vents

OK...so I am out cleaning the kick panel fresh air vents opening. I get the driver side all done (and it was completely blocked) and I went to the passenger side.

I notice there is a vacuum actuator to open and close the fresh air vent. I did not know this existed...but I think it works in conjunction with the one under the hood opening the vent there to allow fresh air to flow into the cab.

How do I check if this one in the kick panel or the one under the hood in the cowl...actually works?

Is there like a hand pump thingy?
