New Spring Bushings, Flanges?

The old bushings I took out of the rear leafs had no flanges, but the new ones all seem to be flanged on one end. I guess that makes them easier to press in, but do the flanges need to go on the inside (towards frame) or the outside (towards wheel)? Or does it matter?

Are they a flat flange or rolled? Look at your shackled and see if its tapered. That might give you your answer.
