Exclamation What is it?

Hey, I have never seen one of these before, what is it. It is on my 1970 C10 292 inline. It is on the lower water line on the radiator and connects to the upper water line. It has an electric plug so you can plug into an outlet. I am thinking it is a water heater like a block heater but I am not sure if it is an old farmer mikey mouse trick or a part Chevy really made.

Yes it's an inline water heater from long ago. No, it's not factory.
