Loads Up at Idle and After Shutting Off

Stock '72 350 and quadrajet. Sometimes, not always, the engine loads up at idle/off-idle causing it to run rough and sometimes, not always, it loads up after I shut the engine off and go to restart it (even if it was running smoothly when shut off), resulting in a big cloud of smoke. She runs smooth as can be on the highway.

I'm thinking either there is dirt in the bowl causing the needle not to seat everytime, or the float is starting to float a little lower.

What are your thoughts? Time to overhaul the carb?
