help me decode this please

My buddy just picked up a c10 with a kinda scrapped together motor. I was wondering if one of you engine number wizards could decipher it. Also it looks like it was stamped one on top of the other which is weird... the number on the bellhousing is 3970010 so i know its 69-79 right?? Thanks anybody and everybody who has input!
