Panel repair?

I tried posting this in the paint and body section but didn't get any responses. The PO had a plastic bedliner in the truck and it has some bad spots in it, mainly on the front inside of the bed. My plans call for Line-x or Rhino Lining the bed, would a rust converter like eastwood sales be good enough to prevent it from rusting more? I can't see any holes where it has rust through. Or do I find a good replacement and put it in? What else holds on the front panel other than the bolts you can see? Here is a pic of the worst spot in the bed:

Best thing to do is remove panel and use POR or Zero rust on it following instructions on the cans, then hang the panel loose, spray it with bedliner and while the bedliner is still wet, tighten her up good. Never rust again. jim

1984 K20 350M engine with 465,000 miles. Well, it's finally done!! Almost 2 years of work, but it was really worth the effort. Little stuff left to do is mount winch, wet sand & buff out and build belly pan\running boards. Body work takes lots and LOTS of beer!!!! God, Guts and Guns made America and God, Guts and Guns will preserve it! The worst thing you could do is get into my sights, but that don't matter, you'll never know it, cause you'll never hear the shotJim or Paladin whichever you choose.
