Leaking Transmission Pan

I have been trying to track down a leak on my TH-350. After replacing a bunch of seals and O-rings, I put everything back together Saturday with a new Mr. Gasket chrome pan that I bought because it has a drain plug. The thing still leaks!

It is leaking around the two pan bolts in the back. The fluid is coming from around the heads of the two bolts that are partially blocked by the crossmember. What would cause this? How can I fix it? The pan and gasket are both new, so that should not be the problem. Theyt are not overtightened, and I even tried tightening them up a little more, but it still leaks.

Any suggestions?
