ORD Zero Rate "Add-a-Leaf" questions

Are these safe to run on the front? I know blocks are not for the front, but what makes these different from a block? I don't know very much about lifts in general, and I was just looking at small lifts.

What does it mean by crossover steering when it mentions it may interfere in the front?
