87 exhaust manifold torque value question, inner vs outter

Done some research and i have torque wrenches so why not do it right..

Looks to read that my 87 v10 5.7 exhaust manifold to block torque values are 26 ft lbs on the two inner tube bolts and 20 ft lbs on the remaining bolts.

this doesn't seem right to me..first are those intact the correct values? 2nd why aren't they torqued evenly..

don't want any leaks so figured I'd ask!
