Thumbs up Stock Fuel Tank Install

The original tank in the 71 GMC I just brought home was a rusty mess inside, truck sat with a 3/4 full tank of gas for 12 years ? Got another tank from a guy parting out a 71 Chevy, got lucky it even had the EEC lines My question is what is the proper procedure for installing the rubber grommet ? Do you install grommet first onto body ? Or install tank first, then grommet ? Thanks Guys !
