Need help id'ing part

Ok guys, I just bought this alt bracket off e-bay. Can someone tell me what the little bracket is for?

may be !!

Looks like the lower bracket, but needs the cyl sleeve where the long bolt goes through to hold it in place while you adjust the top bracket.

I could be wrong but thats my thought...

that's what I was thinking too. The AIR pump mount(ed) to it, but it is no longer there.
