Edelbrock 1407 Choke Vacuum Leak, WHAT?

In the pics below a red arrow is pointing to a hole in the choke assembly. 1st pic is the front of course and second is the back, on the back there's an oil ring that fits into the hole and it butts up against the carb. This might be a stupid question but why is my carb sucking air through that hole? It's creating a massive vacuum leak but it doesn't look like anything was ever plugging it. I searched online for info and out of 50 or so pics I saw only one had a plug in the hole. I'm going to plug it anyways and see what happens but I wanted to get other members input on why this hole is even there?
