idea for teenager's insurance rates, please read and tell me your thoughts

ive been thinking about this a while now.. im about to turn 15, so in about a year ill be getting my permit and needing insurance. i plan to pay for it all my self, i dont want to burden my parents with the high cost of a teenage boy driver being added to the insurance..

but, what my idea is about, do any of you think a test to determine your insurance rates would be a good idea? i think that you should have a strict test for getting insurance, and how you did on it determined your rate. and whats the chances of gettign enough people to sign a petition about this to get it done? and untill your 21, have a stricter set of rules.. screw up once, pay normal insurance rates

the reason ive been thinking about this, is the fact that boys insurance si higher then girls.. i dont believe in this one bit. i have heard though that there is a trend showing it changing where girls may have to pay more then boys in the future, which i still wouldnt believe in.. it should be equal untill you screw up.

so what is everyone elses opinions on this?
