ton of questions

I have some questions about the bed. I've never seen a 30 from 75 before but whats the deal with all the "accessories" on the side of the bed? I realize that one on each side is a locking gas cap cover that is down low just before each fender. What are the other 4 (two on each side) deals down low. They look like some sort of tie down, stock or not? And whats the deal with what looks to be an extra gas cap mounted high up on the bed sides? From the shots it definitely doesn't look stock and you can see the holes in the bed sides that were cut with what looks like a filler neck just kind of poking into the bed. And in the same shot what is the steering arm stablizer looking deal used for attached to the side and front of the bed?

its a "camper special" so it has hookups and tie-downs for one of those campers that sits in the bed.
