wiper problems

Aside from the A/C, if I can get these wipers fixed - I think this is the only mechanical piece left for my truck.

When I turn on the ignition, my wipers move just a bit and stop. Almost like a forward/backward motion. I ran a search and saw where someone suggested turning the switch to off with the ignition on to "home" the wipers. I've done this with no change.

What else could be causing this? Is my wiring on backward? On the wrong connections to the wiper motor? I'm getting ready to go out and test the switch - but my gut tells me that the switch isn't the problem. Any thoughts or suggestions?
