What bolts here?

This is the drivers side fender well. Pic taken from the wheel well. Obviously something bolts here from the top or engine side, but what? Any ideas?

I can't see everything in the picture but I believe it is the support bar that goes around the steering shaft to support the opening in the fender.

CORRECT! It is about a 16" piece of angle that bolts to the inner fender on around the steering shaft.
