Help with Dash Lights!

Im running out of Ideas (I dont have many). I cant get my dash lights to work, my turn signals work and my high beam indicator work but nothing else. Heres what Ive tried so far,
-replaced fuse (blown)
-replaced all bulbs (also blown except for ones listed above)
-checked printed circut (looks good)
-rughed up contacts to make sure everything was making a good connection
Is there supposed to be a ground between the dash and the gauge cluster?
Please Help Im lost!
