Some questions about my 69 GMC

Hi, I have a 1969 GMC with only 30,000 miles. It has a 396 with a 3 speed hydromatic transmission. Almost all the gaskets leak and I was wondering about how much bringing it to a mechanic and have just the gaskets replaced would cost. I don't think i need a full rebuild because the truck has such low miles. I have a couple of other questions, but I want to fix this one first. Some of the others are why I cant get the windshield wiper pump to pump the water even when installing the rebuild kit. Could it be the tubes just not getting the proper suction. The previous owner put a huge bar where the spare tire use to go for extra support for the hitch. I was wondering if it would be worth taking that bar out and put the spare back under there or if i should just leave the spare in the bed. I also have a four ton jack on top of the tire strapped down. Ill need a place for that as well. From what ive heard these were all common problems for this truck. The windshield wiper pump i was told usually never worked on this type of truck and I was also told that putting that bar for extra support was a well know thing to do back in the time this truck came out. Also if anyone know a mechanic that is good at the gaskets in the long Island area put their info down. Thanks
