This is part of fmy heater control. It is connected to my fan slide by a linkage. Without tearing it apart, What does it do? I can move it from side to side and I can't notice a change in fan or temp.

I assume it's the one operated by the top of the three controls on the dash (2nd picture). If so, it operated the defrost control which can direct airflow to the base of the windshield.

it is the switch for upper to lower vents form what I can tell from the pic

no. This is connected to middle (air fan) slide heat/def are controlled by top slide. Hot/cold by bottom.

This is the air control damper. Think of the middle lever as having 5 positions. All the way left, the air door is closed, not allowing outside air in to the vents, move it to the right a little and the air door opens, but the fan is still off. Continue moving it to the right to select the 3 fan speeds with the air door open.
