steering resistance after rebuild

I just got my steering parts all hooked up except for steering column. I was turning it from side to side to get access for greasing some of the fittings and was surprised at how much more resistance the system has over the manual box and old parts that I replaced. It was a real chore to turn by grabbing the wheels and push/pull to turn the system. Is that appropriate level of force for all new parts + power steering box? I couldnt find any conflicts between parts...
