does anyone know how i can fix these bubbles? do i just need to have them sand blasted and rechromed?

Steel wool or some metal polish will be as good as it gets. The price for re-chrome you will be shocked $$$. I have always looked at swap meets and wreckers for better ones. They also come in plastic versions via aftermarket.

I have glass beaded them , then repainted the silver and applied clear over the whole cap. It`s not chrome but looks pretty good.

I personally would not but for comparison lmc has them in their catalog for 150.
