Dash gauge lights not working

Dash gauge lights don't work and never have since I bought the truck a year ago (replaced all bulbs but that didn't work). The turn signal indicators and hi-beam indicator lights up as does the heater panel light. Thinking either its a bad headlight switch or the ground on the printed circuit board on the back of the cluster is bad. Thoughts and advice would be greatly appreciated. If it is the printed circuit board, has anyone replaced them with the ones sold by Classic Industries??
