Fuse Box Help
 
Need some help with my fuse box. I need to know what supplies the circled section of the box with power. As it is reading too low, and I need to either splice in or replace a wire to get it to the correct voltage.

So I found the wire that I believe supplies this section. It's a 12(10?) gauge pink wire that goes to the ignition switch. Anyone have any idea how the ignition switch could be outputting less than batt voltage?

If I read my 1989 GM diagrams correctly these are fed from the Ignition switch terminal IGN 1. It's Circuit #3. The A & W taps are protected by the IGN fuse.
There's a splice near the bottom of the steering column that connects The pink fuse panel and bulkhead wires to the ignition switch. I'd look there for a loose connection.

What is the voltage at IGN vs CTSY?

Depending on conditions ctsy is 12.8 to 13.8. IGN is 11.8 to 12.1 with the lower and higher numbers being corresponding with each other.
