Where does the lower steering column seal fit?

Where does the lower column seal (in the bottom of the picture) fit in relation to the firewall pad, the firewall rubber seal, and the shaft mounting plate?

The seal that is on the column is the only one that you need. I believe that the seal you are asking about is for some of the larger trucks.

Thanks Jim. Maybe I bought it needlessly.
Does anyone else have an idea?
The hole in the seal I am asking about is about a 1/4 smaller in diameter than the steering shaft. But is is the same size as the brake booster rod hole in the firewall!

There's only one location to seal,where the column exits the cab,so only the one seal.
