I was able to jump a wire from the battery to make sure horn works

Re: horn wiring question

Awesome, thanks

I'm getting the feeling its going to stay on once I connect it, why else would somebody slice the wire? (Has an old z28 wheel swapped in)

It's possible, though I would have simply unplugged the wire from the horn instead of cutting it.

Assuming it does stay on, there's also the possibility of a bad (stuck) horn relay. But you're probably right about the steering wheel being the culprit.
