power steering pulley
 
I know I could not be the only one to think this but could not find anything about it... Drilling access holes when needing to remove power steering pump. I don't know if it will throw off the balance or what.. And yes it's all metal

If the holes were needed the factory would have put them there. Front wheel drive gm cars had access holes but trucks need a puller to remove it. The pulley should have a groove in the nose area for the puller to latch onto it. Do a google search on gm power steering pump puller and you will be able to see if this is whats needed.

GM does a lot of things that don't make sense some times... I was just asking if it would effect it working properly...

Balance at high RPM would be a problem if they were not the same

Are there some steel pulleys that have three spokes, and access to the bolts available without removing the pulley

Just drill your hole what you need and then drill another on the opposite side to counter balance . Doubt it will hurt the integrity at all . A lot go gm pulleys have lots of holes in them.

there's a bunch of options with holes. search on ls1tech about PS pulleys and there's 3-4 dorman part numbers and some JY stuff too.

If your worried about balance drill 3 equally spaced holes in the pulley. If balance was an issue the belt yanking on the pump in one direction would cause all sorts of problems. A ps pump pulley puller isn't terribly expensive though.
