after getting everything bolted in and shocks on it is very stiff like it wont budge when pressing down on the frame, is this normal or do I have something bond up?

It will be without the weight of the body on the frame.

Some new shocks are REALLY stiff. It took ALL my weight(180 pounds) to compress my new ones.

You are missing a couple of thousand pounds to help you. Till you get it pretty close to built wont move much. Like TJ said some shocks are a bit stiff by hand.

Shocks are filled with gas. The stiffness you feel from trying to compress the shocks is only the gas pressure within the shocks. It's there to prevent the oil from foaming up/cavitating while driving. It is when the shocks are easy to compress you know there is an issue. All good.
