Drop spring hanger help

Hey guys working on my Dad's 74 today installing drop spring hangers. Got the old hangers out but ran into a snag when installing the new ones. On the hangers my dad got (I believe they're from Western Chassis) the bolt holes don't quite line up. I can get two to line up but with two lined up the other two factory holes are about 1/8" - 1/4" off. Do you guys think this is something that would be safe to just oval out with a file? Factory comes with 4 rivets; if I were to oval out the holes with the new hangars there would be six bolts, two of which would be oval-ed out so I can get them to line up. If it were my truck I would just do it but seeing as it's my Dad's and he plans on driving a lot I just want to make sure it's safe. Pics below:

Thanks in advance!

Should look like this. These are my WC 2" lowering hangers installed. the holes "the spots the rivets had been" lined up on my frame and I had to drill 2 additional holes for the bolts.

I think OP is showing the two mounts together to compare bolt hole differences.

Looks like a manufacturing flaw.

Does the WC hanger sit flush on the back?

You could try clamping the new hangers to the frame and do not align the two holes with bolts but instead see if you could align all holes with minimum mismatch. Are you going to drill two new holes to match the new holes on the hangers? If so, then these fresh holes could be drilled and bolted to hold the hangers where they will not move while you drill/ream the misaligned holes to the next larger size thereby possibly cleaning the elongation to make a round hole.

If you do decide to go with these brackets. Following the advice already given, I would go one step further and use a larger bolt in the affected holes.
