Recommend take it to a local radiator shop and have them clean it. Hard to get water out of it completely and can cause problems down the road. Homemade option is to buy a fuel tank cleaner and sealant kit and do it that way (I am pretty sure Eastwood sells a kit, but several places sell it). It converts the rust then puts a good seal on the inside - I think the kit I had was a two step process, but it's been awhile. I've done it with a few tractor fuel tanks and it works pretty well - but make sure to follow the directions to a T or you can end up with too much sealer inside and it will take forever to dry.

Thanks for sharing that Boog - I forgot about the alcohol step, that was part of the process even with Eastwood stuff I used. And that step would also make it ok to use water as well.
