what this hole for?

I took the rear bumper off my '65 suburban to paint it and install a bumper to body seal i am making.
I found these holes on both sides, plugged with a gray/silver plastic plug, the same as those that plug the holes in the side support where hinges would be if my sub with end gates was a barn door style.
I have owned this truck since 1969, i dont remember drilling these holes, but i also havent seen or heard anything about them either on pickups or suburbans. thats the plug sitting on the ledge above the hole.
so i assume they are factory, does anyone know?Attachment 1832343

Could it be an access hole to be able to clean out the boxed in rear quarters similar to what the rocker panels have?

Re: what this hole for?

It could be an aligning hole for assembly in the factory.
