1966 Inner fender grommets?

I think that the grommet to the firewall is needed but Im confused on if I have the right part.

I have a pic of the inner fender after I pulled it, looks like it had a rubber grommet. Ill also add a pic from the installation manual.

The part at Classic looks like this

Then I saw this part on Brothers but its just a bolt.

Does it matter which to use?

It uses both. I went back to my pictures and know the bolts have distinctive undercoat

Im being unsmart about this I guess. The hole needs a grommet and the bolt goes through the grommet. I didnt see the grommet part in the Truck Shop catalog yesterday when I placed my order. I guess its Classic Parts then.
