There is a housing on the backside of the dash thats screws onto the lighter housing and holds it in. Just unscrew the rear housing and it’s out

Assuming you have a stock style lighter. Remove the lighter element, reach behind the dash and unscrew part #2 from part #1. You may have to put a finger or thumb into part #1 to prevent it from turning at first.

Previous failed to mention that part 1 may be weld rusted to part 2 and that part 1 is impossible to get a good grip on. .

I would spray the back of it with a little penetrating oil. It makes them unscrew a lot easier.

In all seriousness, if you cant separate the #2 from #1, just a few seconds of a angle grinder with a thin cut-off wheel on the mid section will do the trick.

so it's twist and pull back, otherwise it just spins

Congrats on the extraction! Fyi, you got you a '67 only lighter element there. The ridged edge is the dead giveaway. '68-'72 were smooth like this so it would match the headlight, wiper and radio knobs.
