You can use a scribe to poke through the seat & belt holes from below so you don't cut too big of a hole in the carpet for the mounting bolts. This way they are in exactly the right spot.
Leaving the bolts in the holes is commonly done but can be hard to get the hole positioned just right as the carpet is lifted up at the bolts.
