Wow really, ok. Probably not a good idea to remove the cross member at the frame anyways.

So though, If I'm going to need to chop the cross sill, judging from the nice pic you've provided-- I should be able to cut it completely out and weld a piece of pipe in there. I think a round pipe will be stronger than cutting the existing member.
